It is being implemented by THDC India Limited and was officially inaugurated in September 2025. to be built in the Bulandshahr district in the Indian state of Uttar Pradesh (UP).
Tehri Hydro Development Corporation (THDC) India Ltd, a 75:25 joint venture between the
government of India (GoI) and the government of Uttar Pradesh (GoUP), continues to push this
project. THDC signed a memorandum of understanding (MOU) with the UP government in
December 2010 to build the power plant, but it remains unbuilt today.
Khurja was originally proposed as 3 units of 660 MW each but the 2016 EIA saw the project
downsized to include just two units.
Khurja’s cost is estimated at Rs12,676 crore (US$1.8bn).1
THDC said in June 2018 that it hoped to
award a construction contract totalling Rs8,000 crore (US$1.2bn) by the end of the year.
The power plant will be built with out-dated supercritical combustion technology; but it does
assume the incorporation of a flue gas desulphurisation (FGD) system for pollution control.
When it was proposed, the plant was considered vital to guaranteeing the energy security of
northern India which was then facing regular power outages. During the initial project
development work, THDC was able to secure PPAs with the electricity distribution companies in
Rajasthan, Uttarakhand, Uttar Pradesh, Himachal Pradesh and Delhi.

How Does generate Electricity In THDC
The boiler uses a water tube design and burns 48,000 tons of coal per day to produce steam. The steam powers a high pressure turbine, intermediate pressure turbine, and low pressure turbine in sequence to drive the generator, which produces electricity at 21kV.
